The St Helens Residents Association is intending to submit an application to RB Kensington and Chelsea, to establish a ‘neighbourhood forum’ and to develop a ‘neighbourhood plan’ for this part of North Kensington.
We will be doing this in conjunction with Woodlands Area Residents. The proposed area to be covered by the Forum and the Neighbourhood Plan extends beyond the St Quintin Estate, and includes the Eynham Road area in LB Hammersmith & Fulham. Hence the proposed name of the new Forum is the ‘St Quintin and Woodlands Neighbourhood Forum’.

The application explains why we think that such a plan for this area would make sense, and how it would give local residents more influence over future developments in this part of London. Local residents would also have the chance to be involved in reviewing and updating existing conservation policies for this part of the Oxford Gardens/St Quintins conservation area.
There is more background on this website about the Government’s thinking on neighbourhood plans and neighbourhood forums. The relevant legislative powers were introduced by the 2011 Localism Act, and came into force on April 6th 2012. Hence we hope to be early in making use of these new opportunities for planning at the very local level.
Once the application is submitted, both local councils (RBKC and LBHF) will advertise the proposals on their websites and seek and views or comments. After a consultation period (roughly six weeks) the councils will decide on the application.
